The panel addressed how language shapes regulation. Describing biologicals as “alternatives to chemicals” positions them as secondary options of substitution. José Carvalho argued that biological agriculture must be viewed through a systems perspective—integrating genetics, soil management, and biology into a balanced production system.

Europe’s Innovation Paradox and India’s Potential

José Carvalho assessed Europe’s “innovation paradox”—a region rich in scientific expertise yet constrained by administrative layers developed decades ago for conventional chemistry. He called for smarter regulations that evaluate a product based on its actual biological mode of action and real risks.

Meanwhile, KRK Reddy provided insights into India’s rapidly expanding market, highlighting how government agencies and industry are working closely together to refine definitions across biopesticides, biofertilizers, and biostimulants.
