Regulatory systems worldwide are the most bureaucratic ones. Argentina, however, is taking a different path by prioritizing efficiency over bureaucratic processes. Since the pandemic, a digital self-management portal—SIGTRÁMITE—has been under development. This online system, built through collaborative efforts of a multidisciplinary team within Argentine authorities, promotes a regulatory system capable of offering a fast-track evaluation process without compromising the quality and exigency of the technical evaluation.

Traditionally, the approval of agricultural products has been neither easy nor straightforward. Various factors, including environmental and health impacts, describe the complexity of the process. Long-term soil, land, environment and ecosystem effects are of major concern. Because each product has unique risks and benefits, regulatory evaluation is necessarily case specific. While safeguarding ecological balance remains a priority, the pace of review often clashes with the urgency of commercial needs.

The use of bio-inputs in agriculture opens the doors to new paradigms in terms of efficient regulatory revision. Unlike chemical products, which can often be evaluated on the basis of a single active molecule, bio-inputs require a systemic approach that accounts for several variables combined. A novel, sophisticated regulatory system embracing microbial behavior linked to market movement is needed.

SIGTRÁMITE addresses this need by offering a digital platform for self-management and fast-track evaluation. The system allows pre-screening evaluation with basic information submission followed by a more exhaustive evaluation for detailed documentation. Up to four opportunities are provided for technical corrections, including the submission of GLP (Good Laboratory Practices) reports and efficacy data, before final approval is granted. Importantly, the system is fully digital and can only be operated by legally authorized regulatory officers in Argentina, ensuring both security and traceability throughout the process.

Once logged in with a username and password, users can access a list of procedures governed by SENASA Resolutions No. 214/2025 and No. 458/2025 (the latter set to be officially enacted in November 2025). A user-friendly Help section offers guidelines to select the appropriate procedure. Applications can be paused and resumed as needed, without affecting final outcomes. A built-in messaging tool also enables continuous communication between applicants and regulatory officers, further enhancing transparency.

SENASA N° 214/2025 released earlier this year with deep intention to unify and clarify bio-input evaluation, supporting both local industry development and sustainable agriculture. It seeks to optimize product quality, reduce bureaucratic burdens, strengthen traceability, and facilitate integration with international markets. It also establishes new guidelines for product certification and traceability in marketing.

The guideline called “TECHNICAL MANUAL” supported by SENASA N° 214/2025 establishes the requirements for plant nutrition products registration. The technical guidance is divided into two main sections:

• Chapter I – Registration: Guidelines for registration in the national registry of fertilizers, stimulants, amendments, substrates, inoculants, conditioners, protectors or raw materials in the Argentine Republic.
• Chapter II – Trade: Procedures for the trade of fertilizers, stimulants, amendments, substrates, inoculants, conditioners, protectors and raw materials.

Meanwhile, Resolution No. 458/2025, to be enacted in November 2025, will specifically regulate the registration and commercialization of crop protection products, further aligning Argentina’s regulatory framework with global best practices.
